If you are just as lost as I was as a fresh level 110 - you need to do the Broke Shore intro quest first that introduces you to the Legion of Army Fall reputation. Once you get done with that intro scenario you can hearth back to Dalaran and auto-accept The Hand of Fate.
Edit 1: If you had already done this quest on your main you can skip the introduction quest line by talking to the NPC on the middle Stormwind Harbor dock.
Enjoy!

Success! After over a week of trying to find my way here it is! I began the trip to Argus but that was launch day. Needless to say it was terriably glitchly and I just decided to log off and try my hand latter. Apperently I needed to stay. After ending back up on The Exodar and not finding my way back I abandoned the quest but the ! went away. Thankfully after retracing the steps of the quest I found my way back.
So, if you do the same as I here is the path back...
✔ Vereesa Windrunner is on the ship on the third dock in Stormwind Harbor.
✔ Click on her and an option should pop up as 'I'm ready.'
✔ You will travel via ship to The Exodar.
✔ Enter the building to The Vault of Lights and there you will see the transporter 'Lightforged Beacon' already open.
✔ You are now on The Vindicaar.
✔ Go to Prophet Velen for 'Into The Night'
✔ Enjoy the rest of the quest and *clears throat* Don't leave until finished.

If you abandon or leave this questline before finishing it out, and get stuck trying to get back, you can speak with Vereesa Windrunner aboard the Wind's Redemption at the Stormwind Docks and she'll port you to where you can resume the questline!

Comment by dasbaum

REQUIREMENTS before you can start this quest:

Hand Of Fate Wiki

Armies of Legionfall
Assault on Broken Shore

Hand Of Fate Story

Uniting the Isles
Macro to check:
/script for k,v in pairs({=43341,=46734,=46730})do print(format('%s: %s', k, IsQuestFlaggedCompleted(v) and '124cff00ff00DONE124r' or '124cffff0000NOT DONE124r')) end
If you abandoned it, go speak to Lady Liadrin (H) / Vereesa Windrunner (A) directly. She will bring you into an instanced version to the Exodar on Azurmyst Isles. Follow the path to the left into the Exodar and talk to Velen, then proceed up through the golden Teleporter to the top. There an event will start to bring you to Argus.
If you did not complete the setup for the portal to Argus yet. you can always redo the journey to Argus this way.

Rolling Stones Hand Of Fate

Edit: For level 111+ characters
  • Click on your tracking button on your mini-map and select Trivial Quests.
  • Go to Dalaran and the Violet Citadel.
  • Click on Khadgar and this quest should show up in the list that pops up even tho if you mouse over him on your map it doesn't.

Comment by rukkyg

Post-8.0 It appears that the quest does not get auto-given to you. You need to go to the Violet Citadel and get the quest manually from Khadgar.

Comment by rsreaver

I knew from the guides that I needed to do this quest but in BFA you can't auto-accept it in Dalaran anymore nor can you get it from the Adventure Guide. Talking to Vereesa also doesn't get you anywhere. I was going back and forth from Dalaran and Stormwind trying to figure it out with no luck. Here's the response I got from my ticket:
I understand that you were trying to recruit an allied race, but not sure how to get out to Argus to get that rep there.
Looking at this, it looks like you had a quest from Anduin called 'The Call For Allies.' I left your character near the Embassy in Stormwind so you could log in and turn in that quest. After that, you should be able to go to the Stormwind Docks and talk to Vereesa and proceed with the quest 'The Hand of Fate'. :)

Blizzard Support

So if you're stuck like I was just work on The Call for Allies questline and you should be good to go!

Comment by joannelds

Try this:
Click on your tracking button on your mini-map and select Trivial Quests.
Go to Dalaran and the Violet Citadel.
Click on Khadgar and this quest should show up in the list that pops up even tho if you mouse over him on your map it doesn't.
Voila!

Comment by VijoPlaysOnYT

If you are a Lightforged, wanting to unlock your Heritage Armor, you can also just go back to SW to the Allied Race 'camp' and click on the Beacon to get ported to Argus.

Comment by Tirrikface

If like me you are an utterly overwhelmed returning player (I quit during TBC and only a did about 1 month of WoD) then make sure you go to Dalaran - Broken Isles and not Dalaran - Northrend. With my boosted mage it gave me the Northrend teleport when I made the character, but I had to go get the Broken Isles version manually from a Portal trainer in Stormwind. This led to over an hour of me wanting to punch Khadgar in his stupid face!

Comment by thech

I tried accepting Two if By Sea, but as soon as I do Vereesa disappears and im ported to the back and just off the deck of the boat kind of floating in the air. If I go far away and come back vereesa sometimes is there again. I tried abandoning the quest and accepting it again but it still just ports me off the ship and vereesa is gone.

Comment by Amry

If the ship/Alleria suddenly disappeared after you interact with her, just travel some ways away and then come back.

The Hand of Fate
In the Shadowlands Pre-Patch 9.0.1 you can take the
Portal to Stormwind from the Greyfang Enclave in Dalaran
/way Dalaran:Broken Isles 39.2, 62.8 Portal to Stormwind
And then exit the Wizard's Sanctum and fly to the docks
/way Stormwind 21.5, 30.5 meet ESCORT
Now here is where things could start getting 'interesting'
Overlapping phasing of a jumble of quest lines may cause the ship and NPCs
to suddenly disappear...
Read the comments on both The Hand of Fate and Two If By Sea
In my case, it appears that completing the The Call for Allies questline fixed the problem... when I returned to Stormwind Harbor, the map showed the
yellow '!' for !Two if by Sea.
'Deja'vu all over again' - as soon as I accepted the quest, poof, but a
quick flight to Lion's Rest and back resulted in Vereesa Windrunner waiting on
the deck for me to say I was ready!

If you like me haven't completed the prequests for this and are looking for how to get The Hand of Fate.
The following steps will get you on that path:
1. Go to Broken Isles Dalaran
2. Find Archmage Khadgar in the Violet Citadel, he will give you Uniting the Isles, which you can complete at once.
3. You'd expect him to give you Armies of Legionfall now, but you need to go to Archmage Khadgar at Krasus Landing to get this quest.
4. Once you Turn in that You'll get Assault on Broken Shore
5. Complete the Scenario and fly up to Khadgar in the Violet Citadel again, Now you'll get The Hand of Fate

As of 9.0 (Shadowlands) and on an alt, after speaking with Khadgar on the Dalaran landing, you will see him inside The Violet Citadel where you can pick up Hand of Fate. I wanted to clear this up since there are some posts mentioning old Dalaran or even Violet Hold (the dungeon).
